Can I have a test area as well as a live site?

Yes, this is how we generally develop our own systems.  You can create a third level domain named test.yourdomain.com (where yourdomain.com is your domain name) and place your test code there that points to a test database.  When you are ready to move the code to the real site, you can use the web based file manager to copy the files over instead of FTPing them down and back up again.
